UPDATE: Received $10 gift card in the mail today. So I must have been eligible after all (even w/no Visa on file).
I was told when I got to Costco to activate my membership that in thre fine print it says UNLESS U PUT A VISA CREDIT CARD ON FILE U WILL NOT RECEIVE THE FREE $10/$20 gift card. FYI don’t waste your time , like I did!
